"She thought the car was in reverse" doesn't make any sense. There was a wall right behind her, she would have backed into it. There is clearly something wrong. She drove way too far forward for it to be a normal accident. She has to be impaired in some way.
If you're not mentally competent enough to stop a parked vehicle from slamming through a taco stand at 30 mph in the next two seconds, you do not now or ever need to be operating a motor vehicle. It doesn't matter whether it's due to stupidity or just being too damn old or both.
The correct term for what is needed to protect a building from vehicles is bollard.

Pro tip for any new drivers or even experienced drivers: when you are reversing initially do NOT put on any gas at all. Just let the car roll out for a sec so you know you are in the right gear and safe!

That's bullshit! After seeing that video she should be in handcuffs on her way to jail. Why the hell does she get the benefit of the doubt? If that's were me or any other guy, we'd be behind bars in a second that definitely looked intentional 😡
She does not really know how to drive and needs to have her license suspended until she can be retested on the road and made to attend driver safety classes.

I've seen this happen twice before. Having spoken with one of the drivers, she thought she was pushing on the break but it was the gas. Trying hard to stop she just went faster into a crowd killing one person. Now this video brings it all back.

There is this nifty thing that most cars have called "idle speed". You should practically NEVER have to use the gas pedal to back out of a space. Would have saved a lot of grief, I imagine.
