If the Seargent calls for a terminate, that DOES mean to stop the chase. As in, slow speeds, turn off lights and sirens. His squad wasn't complying, however.
And then, when he called for the follow…That's not chasing. That's an order to follow at a steady, nominal speed, no lights or sirens, try to keep them in line of sight as much as possible. If they lose the perp, they lose 'em. They can find 'em later…which they did here.

Termination of a pursuit is for the officers to stop the pursuit
-Officers usually are advised to follow the vehicle with lights and sirens off
Could be done for a multiple factors
– heavy traffic, dangerous road conditions, or extremely dangerous driving.
I hear Terminate, I think KILL. Not stop pursuit. "Still following, not pursuit"… Um, the definition of pursuit is to follow. You can't do one without doing the other.

They terminate the chase because it is a simple retail theft. Going through the town at almost 100mph in a chase…. over a non violent crime just puts citizens at risk for no reason. They will continue following, but not running red lights and things, without going with their lights on. In this case, it was 100% the right choice to end the chase and catch up later. Target has some of the best surveillance systems in retail, to the point they have their own crime lab. They probably already know who these people are.
