People underestimate how badly Trump F'd the Dems when he gave HBCUs permanent funding. The Dems liked making a show of paying every time the heads of the colleges showed up to ask for funding and Trump took their game away. And more importantly he spared those people the indignity of having to show up hat in hand to ask. He doesn't get enough credit for this and the fact that the staff and students of those schools regularly stab him in the back is despicable.

I don't really believe cops are "underfunded", when given more money, they spend it on things that they don't need like tanks and tactical gear. Less cops robbing people with tickets and more doing what they claim they are needed for.
