I understand his frustration BUT 6AM loud music? Most municipalities have noise restrictions. Even construction companies cannot start work before 8AM. Obviously his establishment is also imbedded with residential housing. In Killadelphia there is a nuisance house/ business law where the tenant/ proprietor can be shut down and evicted.
