I saw Kirby speaking about the ceasefire, and what he said is quite different from what Biden said. Kirby acknowledged that it was a ceasefire offer from Israel. However, his description of the terms of the first stage were illusory and not capable of creating a meeting of the minds between Hamas and Israel. Hence, there can't be a real agreement, just an illusion of one.
