  1. Well if it's 1899 and he was working the post office in 1863 and kids as young as 10 were working the post office that would mean Jimmy would have to be born in at least the early 1850's or before than and considering how young he is than it couldn't be him, it also says he was born in 1842 on the rock that would make bro at least 57 and this jimmy is not 57.

  2. Hes 1000% not a ghost. Uncle, Mary Beth, Tilly, and Karen all saw him and could physically see him just like Arthur. He's not the strange man who only John can see and talk to.

  3. Maybe the strange man is like Anubis. Neither good or bad. Judge, jury, but not executioner. Which could explain his black appearance since Anubis colors are prominently black. And also why he’s always everywhere, Anubis is a guide to the souls of the departed bringing them to the scale that determines their entrance to the realm of the dead. Maybe the honor system is meant to represent weighing scale in the weighing of the heart where one’s actions and morality is weighed to determine their entrance or rejection to the realm of the dead. Maybe that’s why there’s different choices that either lowers or increases your honor when you encounter him. “Damn you” maybe is a subtle nod to possible reaction of damned souls. Accountant might mean how he surveys, tests, and observes John’s behavior throughout their encounters.

Maybe the reason why we could kill the strange man before their final encounter, is maybe another test, and why we couldn’t is because he was preparing to go back to the underworld to escort John to the weighing scale.

Maybe the reason why the strange man didn’t appear as much in rdr2 is because, he was only observing, because he could not intervene with Arthur’s last moments with the van der linde gang (his family), since Anubis’ job was to protect and preserve the dead. John had already completed his life, and purpose which was probably to keep his remaining family safe, after he lost many of his gang family.

The strange man, with probably the same power as Anubis probably summoned and ordered the soul of Jimmy Brooks to test the waters with Arthur Morgan. Or the strange man bound the soul to the duties of testing Arthur and after Arthur either kills or saves him, relieves Jimmy Brooks of his duties.
