Sorry but if you serve alcohol in an airport then you shouldn't be allowed to deny someone boarding for simply being drunk if you're not also disorderly.

Two things (1) airports need to stop serving alcohol and (2) anyone arrested, charged, and sentenced to a misdemeanor or felony automatically placed on “no fly” list. Unfortunately this will not denture people but it will get rid of people who can’t control themselves.
