Where is part 3 did I miss it!?
Glad you're playing this game. I played when it came out and although I didn't run into that many bugs at the time, the game didn't grab me and I left it. Now it's a lot more enjoyable with the world being inhabited with npc's, game is more estable and in general feels more polished.
does mobs repops like at elder scrolls online?

If you go to settlers ridge you can find working power armor and a T-45 left with a equipable skin
Make sure to join a team, a full team of 4 gives you +4 intelligence and they can share perks with you.
