  3. GONGRESS IS UNWORKABLE. The method of passing legislation or appropriating funds is waste, fraud, waste, abuse and corruption. We need a Constitutional Convention to decide how we reform the legislative democratic process.

  4. OVERSIGHT COMMITTEES should change their hearings. The Committee of jurisdiction in session should open with a report of findings from the Inspector General. Followed by a report from the Lead Executive.

    Committee members then make their comments.

    Invited Panel may comment and offer amendments to law offered.

    Then ONE round of Questions from members limited to 15 minutes each.

    1. Purpose: To legislate the Laws known as Titles.

    2. Are Committees organized to produce Titles? No.

    3. Do Committees hold hearings to discuss proposed Titles. NO.

    4. Do Committees have too many members. Yes. Should be limited to 10. Tie vote is approval.

    5. Is a quorum required at meetings and hearings? No. Should be.

    6. Should Committees do oversight and Investigations of Agencies in their Title? Yes.

    7. If a Proposed Title is approved, how soon should it be put to vote on the Floor? Within 30 days.
