Did government finance for years!! It's a process! They know who spent what, believe me. A nonprofit always, always, supposed to have a CFO and A state-certified QPA! No money shall be spent without the approval of the QPA. The CFO may approve spending only if the QPA is not available. The QPA is the pitbull of how the money, is spent according to Contractual laws. CFO manages the money (budgets) of money spent. Only the Executive Director can approve anything if both are not available and most of the time in emergencies when both are not available. At the end of the year, a closing happens and the state auditors come in and audit that closing and spending. There are State Procurement laws that are much more strict than Federal laws that govern taxpayers' dollars. (State law is first)!! Those laws govern your money. You cannot spend that money however you want. This is where the QPA comes in!! You have a $1/2 billion budget. 5M for salaries, 10M for construction, 3M for programs, 2M for office supplies, etc, etc….. You cannot take money from one allocation to pay for another!! It's called flipping (criminal). You cannot give friends and family contracts (law governs fair competitive bidding for corporations, minorities, and women, which are set aside funding!! First, the investigation can be done, proof is gathered, Office of the Attorney General and FBI get involved. Whistleblowers come forth (Folks are fired or forced to resign). Depending on the abuse of funding and CEPA case or RICO case is filed or both under sealed indictments!! Once unsealed (people are scared 😱) because they know shortly after someone's going to jail!! I've seen people go to jail for working with vendors and receiving a watch as a gift!! Can't accept any type of presents either!! Abuse of government funds by the State and Federal brings very serious charges and time. The process is insane!!
