The shelters They DON'T have are bomb shelters, because as their military rulers spent years preparing for this war, arming themselves and digging a vast network of protective tunnels for themselves, they built no protection for their civilian's.
Unlike the IDF the Gazan military never try to warn civilians to leave danger zones.
The IDF certainly cares much more about Palestinian civilians than Gaza's military do.
