American companies has to turn over all data to the US gov, too. Yes agency had to apply for a FISA court secret warrant.
But as we all known almost all FISA court warrant applications were approved, and only 12 were rejected. It is basically just emperor's new clothes at this point.
Most times spy agencies in America just hinted they want certain data from telecom or social media companies, those companies are bending over backward to comply with their request. They don't even notify the judicial systems.
No, NSA never spied on the German chancellor French President Italian PM British PM, Belgium PM ……. Also NSA did build a massive data center in Utah hoovering up everyone's email and phone conversation. Also FBI NSA CIA never asked google, Facebook and twitter to censored contends and take down posts just before they don't like them.

As long as the product's industrial chain and core technology are not controlled by ourselves, we all need to worry theoretically, but why only target China and not other countries? China exports so many products. Does Deutsche Welle know which products have safety issues?

It's a shame that countries haven't applied the same scrutiny to US tech and services as they have done with China.
Both the west and China (and India) have all encompassing tech acts that allows the government to tell companies to hand over all data collected to them. There really is no difference – pick your poison.
I think their intension is as clear as American or European countries or companies that is to grow financially and stay or become powerful so that it can influence, no difference here with that.
