World’s Steepest and Shortest Railway: Fenelon Place Elevator in Dubuque, Iowa
In 1882, Dubuque, Iowa, was a town where everything shut down for an hour and a half at noon so residents could head home for dinner. One of those residents was J.K. Graves, a banker, former mayor, and state senator who lived atop the bluffs and worked downtown. His daily routine included a long, inconvenient commute—taking 30 minutes each way by horse and buggy, even though his bank was just a few blocks away.
Inspired by the incline railways he’d seen in Europe, Graves decided to build a cable car to save time. With a city franchise granted on June 5, 1882, and the help of local engineer John Bell, a simple one-car cable system was designed. The car, modeled after those in the Alps, was powered by a coal-fired steam engine and hauled by a hemp rope. On July 25, 1882, the cable car began operating, allowing Graves to enjoy his midday routine of a quick meal and a nap.
It didn’t take long for neighbors to take notice, and soon they were asking for rides. After a fire in 1884 destroyed the original car, Graves rebuilt and decided to open the service to the public for five cents per ride. Another fire in 1893 temporarily halted operations, but by then the elevator had become essential to the community. Ten neighbors banded together to form the Fenelon Place Elevator Company, securing the franchise and funding necessary to rebuild. They modernized the system, incorporating a streetcar motor and steel cables, and redesigned it to include two counterbalanced cars.
Ownership eventually passed to C.B. Trewin in 1912, who made further improvements, including adding garages and a second-floor meeting space. Despite another fire in 1962, the elevator persevered, with updates like a modern gear drive in 1977 and an AC motor in 2015 ensuring its continued operation.
Today, the Fenelon Place Elevator remains a cherished piece of Dubuque’s history, offering stunning views of downtown, the Mississippi River, and even three states.
