This is so wrong. While alcohol might be a factor, PTSD might be a factor as well. No one can say otherwise, based on what the camera showed. As for cooperation, DUI tests can be refused. As for no tears while being scared, that was a stupid remark from the cop. Being vocal while being scared can be a coping method of PTSD. My wife experiences that from time to time.

You state she was illegally driving under the influence when her breath sample read a 0.007 when the legal limit is 0.08. If you drink a beer you could blow a 0.08 so that would conclude that she could have had a drink almost an hour ago, and she is under the legal limit.
