  1. When people do things like this, do they also have to pay for the property damage or is that up to the building owner’s insurance? And would it count for the resident’s damaged belongings?

  2. I know laws vary by state but my impression is that generally, most states do not allow people with uncontrolled seizure disorders to drive. They have to demonstrate that they have been seizure free for a set period of time before they can qualify for a driver's license and, should they have a seizure, they are supposed to immediately surrender their driver's license and the clock is reset.
