What I don’t get is that the cops don’t carry a breathalyzer with them. The cops here in The Netherlands always have that in there car and you can immediately tell if someone is driving under the influence of alcohol.

Why can't they just breathalyze drunk drivers? In Australia and in Europe, the police can do random breath tests on the road or even test drivers for drugs. Following a tip of the pen, walking in straight line etc is totally pointless when you can just test for drugs and alcohol. What a waste of everybody's time.
