So where did the suspect assault an officer? By fleeing from them and avoiding hitting them? If anyone did assaulting, it was the overly aggressive cop on the beach who apprehended the suspect. I'm pretty sure I saw the cop push the man and throw him about unprofessionally. I know the guy just ran from them but still, it wasn't humane of the cop to throw the guy around. He seemed fairly compliant from what I could observe.
Of all the totally pointless, self-defeating activities 'fight'n in da water' must be close to worse.

A guy crashed his car into our wall years back trying to escape the police. He ran into the park next door and swam to a little island in the middle of a river. Unfortunately for him, the island was covered in nesting Canadian geese who absolutely DESTROYED him until he swam back to the police for safety.

Terrible job on the cops part. No radio communication, bad communication with each other, terrible camera work, excuses for their mistakes, bad planning after dude was in cuffs, cops couldn't chase or run. What a disaster.
