As soon as the police started using her first name, I knew they’ve obviously have several interactions with her.

Why is it so hard for people to understand? Even if she has a good reason to want him gone, the cops can't just remove someone who properly lives there unless a crime has been committed. If you want him evicted, there is a process for that and calling the cops is NOT step one.
