Well either this is outdated or you didn’t really test them properly
Rockstar should introduce saved load outs, tedious changing them all individually for different situations
The Short Game in E/F tier in PvE seems like a bad joke. It has tremendous uses in close quarters, and is also great for hunting legendary animals. They die in no time at all from shotguns up close using this. The only downside is that you have to frequently swap the cards out because they're situational, but damn. It's not deserving of such a shitty spot.
Edit; Landon's Patience fits into this as well, combining it with the short game makes legendary animal hunting a damn breeze. No legendary animals will survive the full magazine of the semi-auto shotgun (5 shots). To say these have no use in "any situation" is ignorant. They serve a niche purpose, that being hunting, but it's far from useless. This is the PvE list, after all. Not to mention, anyone who loves using shotguns in general would pick the Short Game regardless.
Edit; My man seriously put Winning Streak in E/F as well, what the fu*k xD Again, it's great for killing legendaries. "No use" is just stupid.

Honestly, any card can be useful depending on what other cards you have with it.
My current load out is A moment to recuperate, Fool me once, Come back stronger, and Necessity breeds.
While AMTR does get canceled when you take damage, you can just spam it every time it turns off which has saved me numerous times. It also really benefits FMO since the more times you get shot, the less damage you take. Along with the fact that it allows you to stay alive longer when your health is lower so NB gives you a big damage buff. CBS is just a reinforcer and backup for AMTR since it’s always active and makes your standard health regen faster.
I’m laughing when you put them in E tier
People complain that Rockstar abandoned this game. Regardless of what Rockstar did they made an amazing game like they always do. I fucking love red dead probably better than GTA. From awesome hand to hand mechanics, survivalist environment , graphics, swaggy clothing, unusual but unique civil war weapons this game paints a realistic feel of what its like to be a Cowboy on the western frontier of a developing America.

Horseman is actually ao good with bolt action rifle. With that you can 1 shot bodyshot npc's.
All I can say is there are no bad cards when you know how to use them.

I'm going to consider some cards on s but I actually really like Gunslingers choice cuz duel wielding is more fast shooting than a repeater and it makes quick draw a lot better too
Paint it Black is an automatic S tier for the Rolling Stones reference, but it’s still the best card in the game use-wise too.

Rockstar needs to add the ability to save ability card loadouts. That way you could change your sets of cards depending on what you need. Kind of like changing your outfits. It’s such a pain to have to change your cards one by one for different loadouts
