Just because a parent was emailing the Dr Phil Show since the child was 2, doesn’t mean Dr Phil “knew the child or of the child” since then. Lots of people are obsessed with being on tv because they think they’ll get famous, or can brag about the experience, or they’ll be discovered. It seems the mom had a desire for fame and attention. This is a reach IMO, but he should be investigated for his partnerships with the camps that were abusing the children he sent there.
