It's not really a narrative shattering point at all. It makes sense that he would do that considering his political agenda. At the same time, money going to Gaza was supposed to help the population in Gaza that was suffering due to Hamas rule and Israeli blockade because of Hamas. Hamas also could've tried to bridge the gap with Fatah, but they're only trying to do that now once their power has been reduced. People also believed Hamas for the past few years that they were reforming. Israeli struck a different terrorist group called Palestinian Islamic Jihad in Gaza in 2022 and Hamas shockingly did not respond. October 7th kind of changed the feelings that Hamas was reforming.
America does it with terrorist groups around the world. Gotta have a reason to invade a country.
