The USA Government has to approve the work Visas. A simple solution is to pass legislation that states that no more than 20% of the payroll for any foreign company with branch offices or plants can be foreign workers and those foreign workers must have special skills not readily available in the USA. The foreign company must have a plan to reduce the percentage to 10% over 10 years through training initiatives.
In addition, the USA has to pass a Hostile Nation act and nations classified as Hostile Nations will be treated differently than all other countries (China, North Korea, Iran, Cuba, and Russia) would fit in this category.
Companies from these countries would have no legal standing in the USA – they could not sue the USA federal, state, or municipal agencies or representatives of those agencies.
International trade rules would not apply to these countries – the USA could ban, cap, or tariff any or all products from these countries at any time.
Likewise for exports, the USA could block the exports to these countries at anytime.
Imports from other trading partners could not contain more than 20% of their content by value of products from hostile nations or be banned.
The above would strangle China's economy – which will do more to protect the world from Chinese and Russian aggression than doubling the size of NATO and at no cost to the American taxpayer. It would also protect the lives of American service men and women -China without American money collapses economically and the people riot – China will be to busy crushing their own people to worry about the South China sea.
