Attitude can make or break your case. If the first guy just minded his manners and just went on with his day, he would not have had a cop following him out, notice his tail lights are off, or have a police chase.

At the time that was said (in chronological order): public disturbance, lack of lights (then sirens start), eluding, improper speed, improper turning, no turn signals, parking in a no parking area, noise pollution, destruction of city property, resisting without violence.
And in the next minute or so, you can add resisting with violence and assaulting an officer
