People who do this sort of stuff are sick and should be fast tracked to a mental hospital or jail, never pled out. This isn't a one-off mistake, there is no situation where a normal person would do what he did. Anyone who would do this is obviously not fit to wander the streets.
It's a good thing there were so many witnesses and camera footage. A lot of these guys can be hard to catch and even harder to prosecute.
