Both types of The Albany Roosevelts have always been removed from the store, you could only buy them during the Valentines event since they were brought online during the 1st Valentines 2014 event and removed after. I know coz I wanted one for a long time and had to wait until the following Valentine's Day event.

you can skip the entire drive to Hao's if you just beeline it straight to the salvage yard garage as if you were entering. the game will then pull you in and teleport you to Hao's
