BTW, the DNC and RNC would be planned over a year out, maybe 2 years out. So, the law was changed just last year, so this only became an issue last year.

They should have already fixed this problem and it hasn’t been done. Leave him off the ballot like what the Dems have tried to do to keep Trump off the ballot in Colorado, Maine and other states. They thought that was ok. Fair turn around.
Biden’s team should and do know the law. It’s THEIR responsibility to make sure they meet the deadline. They should follow law. It’s not Ohio’s fault. Plus DeWine is a democrat in disguise.
