This is HOW these agencies can reduce spending and waste. Look up their Budges Roman and you'll spending patterns so that the last week of each month there is a spike in spending. They have created a legal mechanism that incentivizes agencies and the military to spend with a Use it or Lose it mentality. Meaning if they don't spend it, they risk having their budges reduced so they spend and waste. You can track the data, and for example the military might fly ops for their jets just to waste JP5 fuel. If they don't use it, they risk having their fuel allotments reduced. This same logic though works out in all these other agencies.
To change all this requires targeted identification and elimination of that legal framework that authorizes that intensification process to continue. Again, look up the data and track this so you'll see, for example in 2016 when they claimed there is no money for the Wall, that Nancy Pelosi said 'there is no money for that'. Well Nancy the federal government wasted 32 billion or so at the time each month and so that is 5.6 walls or so from just stopping this waste for a single month. There was plenty of money as the money is generated whole cloth like they did during the multi-Trillion dollar bills. If there was no money for a Wall then how did they magically get all those trillions of dollars generated? They granted it to themselves through the magical power of the Unlimited Credit Card that Nixon referred to.
Asking these agencies or even the Pentagon to 'identify how to reduce this' is NOT something they are capable of doing as it is like asking a Crack addict to take stock of the crack he is doing and self-report what crack that person can stop doing each month. The crack addict won't be honest.
No, the Office of Budget and Management must assess all these agencies spending. Audit them all, and then force them to change their budgets, plus the law for how they appropriate spending must also change as that mechanism for indentifying the spending must be eliminated.

I'd rather the president have the power to defund unconstitutional agencies than worry about a president defunding a good agency that can be replaced by the private sector.
In other words, I don't think funding alternatives to abortion is super in-scope of the government, despite being very pro-life myself. Funding medical procedures for strangers with taxpayer dollars is pretty much socialism. We just need to ban abortion and let the private sector figure it out.

I think that the power of impoundment is an important thing for the president to have. Sure, an evil president like Biden could use it as a cudgel against the American people, but as long as the president is held accountable to the American people by being up for re-election, then we can provide a check on a president who wields this power in an ugly manner.
What I wouldn't like is the power of impoundment being in the hands of un-elected bureaucrats, which is kind of where we are today.
If enacted again, this will have far more political reach then is even fathomable currently. You think the government hates the people now? Just wait till the president can veto everything and anything that would benefit the people. It sounds great if Trump can do this if he wins again, but that is only for 4 years. How much political control of the "swamp" is there really? If your answer is an insane amount that no group should have, well now you will have them squeezing power even further to cripple any more distaining viewpoints and policies if they ever get back in control. In no way will this stop or even slow down the swamp in 4 years if you can not make 1 huge swift motion to get rid of the swamp. It will only grow even faster now. Double edged sword? Not quite when one side is very dull and the other is ruthlessly being swung to chop of the heads of the American people.

We don't need any more double-edged swords in authority. Hold government spending to a transparent degree for once (look at blockchain potential for tracking) and see how the people respond to that lol. Cull the overreach of regulation and get the lobbyists/insider trading scams out of Congress. End the federal reserve, subsidize small business and the middle class will grow which fortifies our economy. Be peacemongers on the global stage and promote trade/diplomacy and safe travel for tourism then the whole world starts to share common ground. All the while promote sustainable practices and local farming supply chains. The world looks brighter when we all share and help each other.
The president is in power for 4 or 8 years, the members of congress can be there forever (becoming millionaires) spending on their projects. It makes more sense to let the short term administrator be in charge of the purse.

I think the President should have this authority even though it could work against us. Though i dont believe the President would be engorcing the law if they were to completely choke off funding to a particular program. Congress could put a check on that.

It absolutely should be restored because we need every possible tool to prohibit government from being able to actually overspend all of our money, thereby continuing to cause inflation and enslave the people that desire freedom and liberty.

Not only was I never taught about impoundment in school but I also bought the lie about Trump being to blame for the large deficit increases during his administration. This is truly brilliant because impoundment can be achieved more easily than the line-item veto which would require an amendment to the Presentment Clause.

the president is elected as the top executive – the best judgement in the interests of the people that chose him – no one is more qualified to decide what to fund than he – if the election process is legitimate. so that's the key – making absolutely sure the election process is legitimate so that no more Joe Biden's get into power. then let the president do his job – if he can't decide what to spend on things, is he not nothing more than a figurehead – can he really do anything?
